First of all, place the image on the artboard by clicking on File in the Menu Bar and then selecting Place.

Now we will edit the colors of the image. We will convert it into a grayscale image.
Select the image and click on Edit in the Menu Bar. Place the cursor on Edit Colors and select Convert to Grayscale.

Now select the Rectangle Tool and draw a rectangle on the artboard. Fill the rectangle with a bright color.

Place the image over the rectangle and open the Transparency Panel.
Window > Transparency
 
Please select the image and change its blend mode in the Transparency Panel.
I have selected Color Burn blend mode in the Transparency Panel. You can choose any blend mode as per your image.
