To create this effect, the first thing which you need is a high definition image. Search for a good image and then create a new document in illustrator. Now click on File in the Menu Bar and then click on Place to insert the image.
After browsing and selecting the image, checkmark on Link then selects Place.
Click on the artboard and the image will be added. If you want to crop the image or resize it, then select the image and click on the Crop Image button in the Properties Panel.
Now select the Pen Tool from the Tool Panel and draw an outline of the face.
Now select the image and press and hold the Shift key and select the outline of the face created with the help of Pen Tool. Click on Object in the Menu Bar and place your cursor on Clipping Mask and select Make to create a clipping mask.
Select the Pen Tool and draw lines on the face where you want to create the sliced effect. (See in the below image)
After creating these lines, press Ctrl + A to select the image and the lines. Now right click on the selection and click on Group and create 4 duplicate copies of the group.
Now select each face and then Ungroup them by selecting the Ungroup Button from the Properties Panel. Again select the Pen Tool and create close-ended paths on each face for each slice of the face.
You can see in the below image how it has been done.
Now select a part, to be sliced, of a face and along with the Shift key select the whole face and create a Clipping Mask. Repeat this step with other faces too. (See the below image)
Select the Ellipse Tool from the Tool Panel and draw a circle above the sliced part of the face. Let’s take the forehead first. Draw a circle above the forehead and place it close to it. The edges must meet. (See in the below image)
Now fill color in the circle and then select the circle and sliced forehead and Group them (Ctrl + G). Do the same with other sliced parts of the face as shown in the below image.
