Step 1
Create a document with an RGB color mode. Select the Rectangle Tool to create a background of black color. Double click on the black color swatch and mark R, G, and B as 0.

Select the Type Tool and click on the artboard and type your text. Select white color fill for your text. Choose a suitable font style for your text.

In Properties Panel, you will see a Create Outline Button at the bottom under Quick Actions. Select your text and click on Create Outlines to make your text editable text.
 
Alternatively, you can select the text and right-click on your mouse. A dialogue box will appear. From that select Create Outlines.

Step 2
Now go to Menu Bar and click on Object. Place the cursor on Path and select Offset Path.

The offset Path dialogue box will appear when you will click on Offset Path. Now select a negative value for the Offset may be -5 pt or less depending upon your font. Before clicking OK, put a checkmark on Preview to see the result of the value entered.

Now Ungroup and the whole selection and make two separate groups; one of the offset path and one of the original path.

Now fill the offset path; i.e.; the inner text with a lighter shade of a color. You can choose the color shade from the Color Guide. Fill the outer text with a brighter shade of the color filled in the inner text.

Step 3
After filling the text layers with lighter and brighter shade, a kind of Neon Effect can be seen. We are here to create a perfect Neon Effect and for that, we will apply the Gaussian Blur Effect.
Select the brighter shade text group and click on Effect. Place the cursor on Blur and select Gaussian Blur. Select the radius of blur between 4 to 5 pixels.

Again select the text group of brighter shade and create its copy by hitting Ctrl + C and then paste it at the Back by pressing Ctrl + B. Go to the Appearance Panel and click on Gaussian Blur and set the radius between 40 to 50 pixels. Check the Preview before clicking OK.

If you want, you can create a boundary outside your text, with the help of the Rectangle Tool.
 
Fill the strokes with a light color shade and increase the size of the strokes. Now apply the Gaussian Blur effect and you can see a Neon Effect boundary outside your text.
