Follow the below-mentioned steps to Turn a Photo into Lego Mosaic with Photoshop:
Step 1
Open an image in Photoshop that you want to convert into Lego Mosaic.
After opening the image, press Ctrl + J to duplicate it. Then convert the duplicate layer into Smart Object.
Layer > Smart Objects > Convert to Smart Object
Step 2
Go to Filter > Pixelate > Mosaic.
Adjust the cell size in the Mosaic filter. This cell size will determine the size of the lego brick pattern.

Press Ctrl + N to create a new document. The Width and Height of the new document will be the same as the Cell Size set in the above step.
Step 4
Press Shift + F5 to open the Fill dialogue box. Set the Contents to 50% Gray and click OK.
Select the Ellipse Tool and draw a circle at the center of the document. Press and hold the Shift key while drawing the circle.

Go to Layer > Layer Style > Blending Options.
Under Advanced Blending, reduce the Fill Opacity to 0%. Then select and put a checkmark on Bevel & Emboss Layer Style. (See the images below)

Now select the Drop Shadow Layer Style and make few changes in the settings. (See the image below)

Now select the Background Layer and unlock the layer by clicking on the padlock icon. We will apply Layer Style to this layer.
Now go to Layer > Layer Style > Bevel & Emboss.
Go to Edit > Define Pattern. A dialogue box will appear. In that dialogue box, you can give a name to the pattern and then click OK.

Now switch back to the main photoshop document and select the smart object layer. Then click on the Create New Fill or Adjustment Layer button in the Layers Panel. Select Pattern from the options list. Fill the layer with the Brick Pattern.
Change the Blending Mode of the layer.
Step 9
Again select the Smart Object Layer and click on the Create New Fill or Adjustment Layer button. Select Posterize from the list. Adjust the Level and change the Blending Mode of the layer.
Step 10
Now we will create a Soild Color Fill Adjustment Layer and then choose a color for the layer. Also, change the Blending Mode of the layer.
